Shattered Triskelion is an Expedition/Runes of Aldur key item, a stackable quest currency. Its whole purpose is to be repaired into The Triskelion Reforged at the Verisium Anvil.
By itself, it does not give stats or power. It is a broken key. Repairing it creates The Triskelion Reforged, a map-fragment style item used to access the Fallen Star encounter via Makoru in the Ruins of Kingsmarch.
Best path: farm Expedition / Runes of Aldur endgame. Use Logbooks to reveal ocean areas and islands, then look for the Olroth route. Logbooks now reveal ocean sections, Grand Expeditions exist on islands, and defeating Olroth gives a key for the new pinnacle boss. The relevant island clue is Obscure Island: “Origin of the fall...”, with Olroth, Origin of the Fall as the boss.
